ISSUANCE OF AMENDMENT 1 DATED 02/25/2022
The purpose of Amendment 1 is to provide answers to questions on the requirement. The due date and time have nto been extended.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation HHSN-22-000718 for this acquisition is being issued using as a Request for Quotations (RFQ) simplified acquisition procedures under the authority of FAR 13.5 Test Program for Certain Commercial Items.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04 effective 30 January 2022.
The associated North American Industrial Classification System (NAICS) code for this procurement is 611710 with a small business size standard of $16.5 million dollars.
The acquisition will be processed as a fixed price requirement and 100% set aside for Small Businesses. Responses are due by 12:00 PM 03 March 2022.
The National Institute of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC), has a requirement for a secure, multifunctional, flexible, and end-user friendly, electronic information management system designed to effectively and efficiently permit training NIH Graduate Medical Education (GME) training programs. The Government anticipates awarding a Purchase Order (PO) to include a 12 month Base Period and Four (4) 12-month Option Periods.
FAR provisions and clauses that apply to this acquisition: FAR 52.212-1 Instructions of Offerors, Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; 52-212-4 Contract Terms and Conditions-Commercial Items.
52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Applicable clauses can be found in the attachment entitled "Additional Provisions."
In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the System for Award Management will make an offeror ineligible for award.] Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items, with its offer. All responsible sources may submit an offer that will be considered by the Agency. All questions regarding this solicitation must be submitted to the Contracting Officer via email no later than 22 February 2022, local prevailing time, 12 PM to susan.nsangou@nih.gov.
