Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Far Subpart 12.6 and 13.106-1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The 177FW, NJANG has a requirement for Fire Break Clearing & Maintenance at Warren Grove Gunnery Range, Burlington County, NJ. Performance and scope shall be in accordance with the attached Performance Work Statement and supporting attachments.
GENERAL INFORMATION
Solicitation W50S8F-23-R-0004 is issued as a Request for Proposal (RFP).
Proposals shall be valid for 60 days from the date of solicitation closing. Please include expiration date in your proposal.
This solicitation incorporates provisions and clauses for commercial items IAW Federal Acquisition Regulation and its applicable supplements.
This procurement is a total small business set-aside. The NAICS code for this requirement is 115310 – Support Activities for Forestry. The size standard is $11.5M
Clear trees and underlying vegetation for range maintenance and safety in accordance with the NJ Forest Fire Service 5 Year Control Burn Plan
The contractor shall furnish all parts, labor, supplies, and equipment necessary to complete the requirement in accordance with this PWS and the Solicitation requirements.
The contractor will comply with all applicable local (to include NJANG Base regulations), State, and Federal Environmental and Occupational Safety requirements.
Warren Grove Range is in an environmentally sensitive area in Burlington County, NJ. The Range is home to numerous endangered and protected species. Contractor MUST take all available precautions to protect these species and preserve their native habitat. Contractor must also avoid regulated wetlands.
The intended contract vehicle will be a Firm-Fixed Price Contract.
SUBMISSION AND EVALUATION OF PROPOSALS
Proposals are due no later than 29 August 2023 at 01:00 PM local time to the attention of MSgt Kirk Sherry at 177FW.Contracting.Org@us.af.mil. Emails sent to any other email will not be answered. It is the best interest of the offeror to ensure the proposal submitted is received by the 177FW NJANG Contracting Office no later than the date and time specified in the solicitation.
The provision FAR 52.212-1, Instruction to Offerors, Commercial in its latest edition applies to the solicitation.
In accordance with FAR 52.212-1(g); The Government intends to evaluate offers and award a contract without discussions with offerors.
Proposals will be evaluated for conformance with the requirements of this solicitation and posted attachments. The government intends to award to the responsible offeror whose offer conforming to the solicitation will provide the Best Value to the Government in meeting the Technical Requirements and in Price.
Streamlined Evaluation of Offers, in accordance with FAR 12.602; Evaluation of Quotations & Offers, FAR 13.106-2; and the Trade-Off Process, FAR 15.101 will be used by the Government to evaluate the offeror’ proposals. Technical Capability will be approximately equal to Price (OBSOLETE AS OF 12 August).
Updated 12 August: Technical Capability is more important than price. The work area is in the active munitions impact zone at Warren Grove Range. Duration of the time that the Contactor is actively on- site performing the work will have a significant negative impact on pilot training & combat readiness.
- Technical Capability
- Contractors working at Warren Grove Range shall have experience and knowledge working in areas that contain Threatened and Endangered species.
- Offerors must have the required experience, equipment, manpower, and resources necessary to complete the above PWS or the ability to obtain them.
- Offeror shall describe the manpower, equipment, and methods that they propose to use to accomplish the project.
- This descriptive narrative shall include, but is not limited to: describing equipment proposed, ownership or leasing of equipment, daily rate of production, delivery & hauling of equipment to the site, personnel training, personnel experience, utilization of specialty sub-contractors, completed work, current forestry contracts…
- Offeror shall provide any documentation that they wish the Government to consider in this three page document.
- If the offeror proposes an alternate method, they are required to describe how their proposal meets the intent of this PWS.
- The burden of proof rests on the offeror to demonstrate that they can complete the scope and intent of this project in the time allowed using the proposed means & methods.
- Offerors may be required to provide substantiating documentation prior to award.
- Submission Requirements:
- Offeror MUST submit a Technical Capability Statement as part of their proposal. Document shall be no more than three pages. If an offeror submits more than three pages, only the first three pages will be reviewed.
- Offerors MUST submit a completed Proposal Break-Out Sheet, attachment 2 to this solicitation, as part of their proposal.
Offerors shall include a completed copy of the provision 52.212-3 Alt 1, Offeror Representations and Certifications-Commercial Items.
NOTICE OF SITE VISIT
A site visit of the proposed installation area will be conducted on 11 August 2023 11:00am local time at the 177th Fighter Wing Det 1, Warren Grove Gunnery Range, Mile Marker 7.5 Route 539 Warren Grove NJ 08087 for the purpose of briefing the requirements and answering questions regarding this solicitation. Interested offerors are highly encouraged to attend the site visit.
Due to security conditions ALL attendees must pre-register to attend this site visit. To ensure access to the military base interested vendors shall submit a COMPLETED FORM 40 FOR EVERY ATTENDEE no later THAN WEDNESDAY, 9 AUGUST 2023. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information will result in the Government’s denial of your access to the Installation and site visit. This information will be provided to the Base Security Forces Squadron who will authorize your entrance to this facility. The information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
Attendees will be escorted by a Government Official from Warren Grove’s Main Entry Gate on Bombing Range Rd. to the meeting location. Attendees are required to be at Warren Grove’s Main Entry Gate no later than 10:45am local time at the above date. Late attendees will not be granted access.
You will be required to present the following information upon arrival at Warren Grove’s Main Entry Gate:
Valid Registration
Valid Driver’s License
Proof of Insurance for Vehicle
Safety Inspection and Car Rental agreement if applicable
Information provided at the site visit will not change the terms and conditions of the solicitation. Terms and conditions of the solicitation remain unchanged unless the solicitation is amended in writing.

SOLICITATION AMENDMENTS
Solicitation Amendments, if or when issued, will be posted to www.SAM.gov for electronic downloading. This will be the only method of distributing Solicitation Amendments prior to the Solicitation close date. It is the offerors responsibility to check the website periodically for any amendments to the solicitation. The website is occasionally inaccessible due to various reasons beyond the control of this office.
The offeror shall acknowledge all Solicitation Amendments posted with this solicitation. Offers received that do not acknowledge all Solicitation Amendments will be considered Non-Responsive and not eligible for Award.
