Description
The Army Contracting Command - Redstone (ACC-RSA), on behalf of the Program Executive Office (PEO), Combat Support & Combat Service Support (CS & CSS); Product Director, Test, Measurement & Diagnostic Equipment (PD TMDE), Redstone Arsenal AL; as part of the Test Equipment Modernization (TEMOD) Program; is currently seeking sources for a new Counter, Electronic: AN/USM-459B Replacement, and/or to verify if industry has, or intends to have in the near future, a single, commercial-off-the-shelf instrument that can replace the AN/USM-459B Electronic Counter.
The replacement Electronic Counter shall be lightweight, handheld, and meet and/or exceed the baseline functions and parameters as detailed in the draft Purchase Description TEMOD-23-03 “Purchase Description for the Counter, Electronic: AN/USM459B Replacement.” Specifications: See draft Purchase Description TEMOD-23-03 “Purchase Description for the Counter, Electronic: AN/USM-459B Replacement.” for further information. Planned Acquisition: The solicitation announcement and release will include all pertinent information for interested sources to submit their best offers. Bid samples will be required. This procurement will result in a firm fixed price, multiple year, indefinite delivery - indefinite quantity contract. Submission Information: All interested sources should submit their responses to Ms. Martha White via email: martha.c.white8.civ@army.mil and Mr. Marcus A. As part of this submission, interested sources should submit their completed Independent Evaluation Plan Questionnaire and AN/USM-459B Replacement Purchase Description Questionnaire, which are included as attachments to this announcement. Submittal of information is requested via electronic mail only, no later than 12 January 2024, 4:00PM Central Standard Time.

If a formal solicitation is generated at a later date, a pre-solicitation notice will be published. Results of this Market Research will be used by the TEMOD program to finalize the purchase description. As tentatively planned, once the sources sought has closed, the project leader will contact each responding vendor and invite them to attend the TEMOD Product Working Group meeting with industry. Each vendor's submission will be discussed privately, on a one-on-one basis, between that vendor and the Government.
