This amendment adds the Pre-Bid Conference Sign in roster and the Geotechnical Report as attachments.

There will also be a second Pre-Bid Conference, the information is as follows:

A pre-bid conference will be conducted on Tuesday, 21 June 2022, at 10:30 am Pacific, for
thepurposes of briefing on the bid requirements and answering questions regarding this
solicitation. This conference will be held at the Portland Air National Guard Base, 6801 NE
Cornfoot Rd, Building 140 CE Classroom, Portland, Oregon. Interested Contractors are
highly encouraged to attend the pre-bid conference. The site visit will be held following the
conference.


Due to security conditions, all offerors must register to attend this conference and site visit.

This information must be provided in advance, a minimum of 3 business days prior to the
meeting, in order to ensure access to the military base and conference site and ensure adequate
seating for the conference attendees. Even if you have access to the base you must register to
ensure adequate seating. The furnishing of the above information is voluntary; however, your
failure to furnish all or part of the requested information may result in the Government’s denial
of your access to the pre-proposal conference. This information will be provided to the Base
Security Forces who will authorize your entrance to the site.


You will be required to present the following information upon arrival: (1) Vehicle
Registration, (2) Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection
and Car Rental agreement if applicable. Any of the above information furnished by you is
protected under the Privacy Act and shall not be released unless permitted by law and/or you
have consented to such.

Information provided at this conference or site visit shall not qualify the terms and
conditions of the solicitation and specifications. Terms of the solicitation and specifications
remain unchanged unless the solicitation is amended in writing. If an amendment is issued,
normal procedures relating to the acknowledgment and receipt of solicitation amendments shall
apply.

 A record of the conference shall be made and furnished to all prospective bidders via
posting at www.SAM.gov. The record will include minutes of the meeting, including questions
(on a non-attribution basis) and answers.

Repair Hangar/Maintenance Shop/ Bldg 255 Project No. TQKD 13-2013.

The Oregon National Guard intends to award a firm fixed-price contract for the repair of Bldg 255 according to the Specifications dated 18 December 2020 and Drawings dated 1 April 2021.

The work will include the seismic upgrades, HVAC system replacement, aircraft fire suppression upgrade, roof repair, and interior reconfiguration so that the building can properly serve the Wing fighter aircraft mission. Micro-piles, grade beams, and additional support to the superstructure will be installed to reduce the risk of progressive collapse. The flat portion of the roof shall receive a new built up roof system and the metal panels will be replaced as needed. The HVAC system shall be upgraded to meet the current user needs. The existing AFFF aircraft fire suppression system will be converted to a wet pipe suppression system. The remainder of the hangar requires upgrade and should be sized according to the reconfigured spaces. Interior Spaces will be modified and upgraded to meet current user requirements. The current restrooms are outdated and in need of an upgrade.

The Magnitude is between $10,000,000.00 and $15,000,000.00. The North American Industry Classification System (NAICS) for this project is 236210. The Small Business Size Standard is $36,500,000.00. This award is 100% set aside for 8(a) certified small business. 

A pre-bid conference will be conducted 03 June 2022, 9:00 AM Pacific Time for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held at Portland Air National Guard Base, 6801 NE
Cornfoot Rd, Portland, Oregon, in Building 140 CE Classroom. THIS IS THE ONLY TIME A SITE VISIT WILL BE HELD. Interested vendors are highly encouraged to attend. A site visit will be held following the conference. Submit the attached PANG Request Access Form via email by 31 MAY 2022 to: 142.WG.SFS.VendorPass@us.af.mil and cc benjamin.scott.18@us.af.mil , samantha.palacios@us.af.mil , clifford.berry.1@us.af.mil .
