Description

This solicitation NOI-NIAID-24-2229202 a Notice of Intent, not a request for proposal.  The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with ANDOR TECHNOLOGY, 300 BAKER AVE, SUITE 150, CONCORD, MA 01742-2124, United States, to procure IMARIS 10.1 SOFTWARE ESSENTIALS/LICENSE.

The Integrated Research Facility at Fort Detrick in Frederick, Maryland, (IRF-Frederick) is part of the Office of the Chief Scientist for the Division of Clinical Research (DCR) in the NIAID Office of the Director. The mission of the OCSIRF is to serve as a responsive and collaborative resource that facilitates multidisciplinary research to understand, treat, prevent, and eradicate diseases caused by novel, emerging, and highly virulent viruses. The IRF-Frederick serves as a collaborative resource for internal (NIAID) and extramural investigators to conduct research on viruses, such as those causing high-consequence disease (e.g., Ebola and SARS-CoV-2) and many other viruses included on the NIAID Priority Pathogens list. The IRF possesses state-of-the-art microscopy hardware capable of high-throughput, high-resolution, and high-content image acquisition. Additionally, we have access to powerful 2D image analysis software.  The IRF is working with the Imaging Core Facility to obtain Imaris Licensing as a collective resource to obtain access to many more resources by obtaining additional licenses for an interactive visualization and analysis software for 3D and time-lapse microscopic images with advanced solutions for big datasets (Terabyte range) - smart Volume and Surface rendering based on proprietary multi-resolution technologies, plus Surface calculations for images of unlimited size.

Period of Performance: ONE YEAR FROM DATE OF AWARD

The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. 

All responsible sources that could provide comparable services may submit a capability statement that will be considered must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov by 12:00 pm EASTERN Standard Time, Monday, JULY 8, 2024. All vendors must register in the eSASS system to submit a quotation. Instructions on how to register / submit capability statements are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
