Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. The Government intends to solicit with RFD Beaufort, Inc. for life raft repair and recertification training, for personnel at the Japan Regional Maintenance Center (JRMC) Ship Repair Facility, (SRF) Yokosuka. The NAICS code is 561990 and the Small Business Standard is 16.5 millions of dollars.
The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2024-02 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20231222. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.
Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 4:00 PM on 05 Feb 2024. This notice of intent is NOT a request for competitive quotes. However, all responses received by 4:00 PM on 05 Feb 2024 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
