Description
This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). Interested parties may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for proposals or quotes; however, any and all responsible sources may submit a quotation or a capability statement, which, if received within eleven (11) calendar days of the publication of this notice, shall be considered by MCC. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government.
Any quotation/response must be e-mailed to Walter Pemberton (pembertonwe@mcc.gov) and Regina Maxwell (maxwellre@mcc.gov) by 10:00 AM EST on February 12, 2024. All responses must have “Problem Driven Iterative Adaptation (PDIA) Facilitation Support” in Subject Line of email. Phone calls/voice mail messages will not be accepted and will not be returned.
In accordance with FAR 6.303-2, the justification for other than full and open competition (JOFOC) supporting this action will be made publicly available within 14 days after contract award and will remain posted for a minimum of 30 days. See attached draft JOFOC for additional details.
