Description

The Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Government Contracting Services (GCS) has received a request from the Family and Youth Services Bureau (FYSB) Adolescent Pregnancy Prevention (APP) program  to seek sources capable of meeting the objectives set forth in the attached draft work description. The anticipated final version of the work statement should closely if not identically match the draft.  However, the selling community is placed on notice there could be slight changes, although those changes should not change the substantive and material nature of the required services.  The Government is seeking a vendor to provide training and technical assistance (T&TA), on a broad array of Sexual Risk Avoidance Education (SRAE) strategies, specifically tied to the legislative purpose of the program.

The T&TA support will be provided to Title V State SRAE, Title V Competitive SRAE (CSRAE), and General Department funded SRAE (GDSRAE) grantees.  T&TA is to focus on equipping the field to provide quality Sexual Risk Avoidance services and programming, and the development of resources and training materials that support messages to youth that normalizes the optimal health behavior of avoiding non-marital sexual activity, on sexual risk avoidance topics A-F as described in the Title V SRAE legislation.

Purpose: As part of its market research, this notice is published to determine the interest and capabilities of potential offerors. FYSB is issuing this RFI to determine:

  1. The most suitable approach for Sexual Risk Avoidance Education (SRAE) that will enhance the quality of services delivered to youth, including essential the tenets surrounding the SRA approach, the use of implementation research to improve the implementation of programs, research surrounding elements found to be effective in avoiding youth risk behaviors and providing grantees with skills training to effectively support youth in avoiding non-marital sexual behavior and other risky behavior; as described in the attached Draft SOW;
  2.  If there are an adequate number of qualified interested GSA Schedule contractors capable of providing support as further described in the attached Draft SOW; and
  3. Whether the requirement is suitable for a small business set-aside.
