Description

Pre - Solicitation Description This pre solicitation is to inform potential offerors that Canandaigua, NY VA Medical Center will be posting a solicitation (36C24224B011) on or about February 22, 2024 for Radio upgrades. All work to be perform at the Canandaigua, NY VA Medical Center. General scope of work includes: The general scope of this project is to upgrades to the communications and install a radio tower on top of the existing roof of the building 1 and building 37. This project is to include but not limited to the following trades: Structural; Electrical. Contractor is to review contract documents for conflicts. 1. Demolition: a. Contractor is to provide all labor, material, equipment, supervision, to complete demolition as identified in the contract drawings. b. Demolition work will include all items associated with the existing radio system, to include the radio towers on the roof, and existing fiber distribution hub, power amplifier, and network switches located in the sixth-floor radio room building 1. c. Demolition shall also include the coaxial cable wiring and conduit from the radio tower roof all the way to the Bldg. 37 dispatch room. d. Removal of all radio equipment shall include removal of any hard-wired branch circuit wiring and conduit back to the electrical distribution panels on the sixth floor. 2. New Work: a. The new work associated with this project shall include all items required for complete, replacement and upgrade of the radio antenna system and all associated equipment required to make the system fully functional for distribution of radio signal to all subscribers. b. The subscribers include the VA Fire Department, VA Police Department, VA Engineering shops, VA Grounds and Transportation department and a few additional subscribers outside of the VA. c. Contractor is to provide all labor, material, equipment, supervision, to complete the work as identified in the contract drawings. The installed system must, at a minimum, be in accordance with all applicable codes including Veterans Affairs standards which can be found at https://www.cfm.va.gov/til/. This will Project No. 528A5-21-502 Date:12/21/2023 include, but not be limited to: Department of Veterans Affairs Design Manuals, VA Publications, and Construction Standards, National Fire Protection Code (NFPA), Life Safety Code, Underwriters Laboratory (UL), International Building Code IBC, National Electric Code (NEC), the VA Information Security Handbook 6500.6, Occupational Health and Safety (OSHA), and Environmental Protection Agency (EPA) requirements (to include Mold Remediation in Schools and Commercial Buildings). All work will be completed by certified individuals. All abatement will be in compliance with NYSCR 56. All construction will follow the plans and specifications as prepared by the A/E firm. It has been determined that there are enough qualified Service-Disabled Veteran Own Small Business (SDVOSB) firms that are capable of performing under NAICS Code 238210, "Electrical Contractors and Other Wiring Installation Contractors ", with a size standard of $19.0M. Therefore, this procurement is 100% set-aside for a SDVOSB. The magnitude of the project is between $1,000,000 and $5,000,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid bonding will be required to respond to this IFB once released. It is anticipated this contract will be awarded o/a March 2024. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the information for bid details, specifications, drawings, and contract forms will be available on http://www.sam.gov in electronic format only. Should be available on or about February 22, 2024. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.sam.gov. Paper copies of the amendments will NOT be individually mailed. No other notification of amendments will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation by the time of bid opening. Once the solicitation is released, bids will be accepted electronically only, due to ongoing safety concerns regarding the COVID -19 pandemic.
