Expression of Interest (EOI) / Request for Information (RFI)

Savannah River Nuclear Solutions, LLC (SRNS), which manages and operates portions of the Savannah River Site (SRS) under a Department of Energy (DOE) prime contract, seeks information from parties capable of performing material logistics services in support of a large capital project.

The SRS complex is located approximately 15 miles south of Aiken, South Carolina and is 310 contiguous square miles. The site includes multiple tenants, including the Department of Energy-Savannah River Operations Office (DOE-SR), the National Nuclear Security Administration (NNSA), and the Savannah River Research Campus (SRRC) which is offsite.

Scope Summary

SRNS intends to utilize a third-party Logistics Service Provider (LSP) to perform material logistics support as an integral part of the supply chain for a large capital project.

SRNS is interested in companies to provide the following services:

1. Material/Equipment Receiving
2. Material/Equipment Warehousing & Storage
3. Material/Equipment Inventory & Tracking
4. Material/Equipment In-storage Protection & Maintenance
5. Material/Equipment Transport & Delivery

Interested Logistics Service Providers must be capable of the following:

1. Providing all labor, storage facilities, materials and supplies, tools and equipment, transportation, management and supervision, permits, licenses, and all other items necessary to provide material/equipment transportation, receiving, inventory, protection, packing/packaging, and delivery as may be ordered by the company.
2. Providing digital tracking of stored material and equipment.
3. Securing warehousing facility, a minimum of 200,000 SF suitable to receive, inspect, protect, package, crate, consolidate, and stage, materials & equipment in a Level B storage classification as defined by ASME NQA-1 2019 (Subpart 2.2).
4. Securing, standing up, and fully staffing warehousing facility strategically located within 50-75 miles of the Savannah River Site near Aiken, SC.
5. Providing warehousing and delivery operations on a 24 hour / 7 days of week basis.

Additional Information

1. Interested Logistics Service Providers should have a proven record of quality performance by trained and certified personnel while meeting schedule and budgetary commitments.
2. LSP services would be in accordance with an SRNS generated Scope of Work (SOW) which provides specific performance requirements and applicable codes and standards.
3. A response to this RFI does not guarantee participation in any future Request for Proposals (RFP).

Responses

Suppliers responding to this RFI shall include evidence of the following:

1. Relevant Past Performance (Quality & Schedule)
2. Personnel training/qualifications/certifications
3. Experience in support of large projects
