Post Question & Answers: 

  1. Is there on-call hours? We have not required on-call – we typically use the nearby orthopedic practice for on-call as we do not have an after hours OR
  2. Is there support staff for the Surgeon and if so which positions (Physician Assistants etc)? We have APNs who see patients in the Orthopedics clinic but the locums provider is responsible for their own notes when they see patients
  3. What type of cases will the Surgeon be working on? We are trying to get a picture of the day to day and complexity of the surgery? It is outpatient same-day surgery – our facility does not do hip or knee replacement surgeries. The majority of cases will be internal fixations, debridement and drainage of infections (wash-outs), etc. We do have the equipment to perform simple arthroscopic procedures.
  4. What types of surgeries will be performed? Please see above. Complex procedures are typically transferred to higher levels of care.
  5. Is there anything outside of surgery they need to do (pre-op or post-op)? Yes clinic includes evaluation for possible surgery and post-op visits. Much of the care in this setting will be done by the Nurse Practitioner staff, but the locums surgeon will need to provide input on a case by case basis.

END OF QUESTIONS

This is a COMBINED SOLICITATION/SYNOPSIS for commercial items/service prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This solicitation has been prepared with the intent to award a Firm Fixed Price (FFP) contract, utilizing procedures under FAR Part 12.  The proposed contract action is to provide non-personal profession ORTHOPEDIC SURGEON SERVICES FOR THE WHITERIVER SERVICE UNIT LOCATED IN WHITERIVER, ARIZONA in accordance with the Statement of Work (SOW). This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number RFP-23-PHX-10 is set-aside for Native American firms IAW Buy Indian Act of 1910 (14 MAR 22). This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-01 effective 30 December 2022. It is the contractor's responsibility to be familiar with the applicable clauses and provisions.

The North American Industry Classification System (NAICS) Code for this acquisition is 621111 for Offices of Physicians with size standard of $16M; Product Service Code (PSC) is Q513- Medical - Orthopedic.

The Government will award a firm, fixed price contract resulting from this Solicitation to the responsive and responsible offeror whose conforming response is determined to provide the best value to the Government, price and other factors considered. The Government will only consider firm fixed-price proposals.

 

Offeror to be considered responsible shall have an updated data and information in System for Award Management (SAM), FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items (NOV 2021). The provision can be submitted at https://www.sam.gov. Contractor must be registered to the System for Award Management (SAM) prior to award.
