SUBJECT: Sole source mass spectrometer repair

SOLICITATION NUMBER: NIST-MML JEOL mass spectrometer repair

DESCRIPTION:

The National Institute of Standards and Technology performs leading-edge measurement science research, working closely with stakeholders to impact a broad range of science and technology areas. With this research, NIST Materials Measurement Science Division aims to strengthen personal safety and economic security for the Nation. It develops purposeful solutions to critical, uniquely challenging materials science problems.  The MMSD conducts a mixture of mission-based fundamental research, standards production and applied science and engineering to enable innovation in U.S. Industry and address measurement science needs of our various other agency partners.  In meeting this mission, the origination utilizes a Jeol mass spectrometer which has recently failed and is in need of repair. 

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Jeol USA located in Peabody, MA to secure this repair.

Sole Source justification is based on the following:

Market research has shown that Jeol USA is the sole factory authorized provider of service and sales in the United States and Canada.  Jeol has provided this acknowledgment in writing and stated it has no authorized third-party service providers.

NAICS code for this requirement will be 811210 – Electronic and Precision Equipment Repair and Maintenance with a small business size of $30.0M.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 1/4/2024 will be considered by the Government.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
