GLOBAL PROCUREMENT INITIATIVE (GPI) HEALTHCARE TECHNICAL EXPERT

The U.S. Trade and Development Agency, Office of Acquisition Management, proposes to enter into a contract on a basis other than full and open competition. The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) implemented by the FAR Subpart 6.302-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” 

This requirement was solicited in August 19, 2020 and again on April 15, 2021following extensive market research. The original posting in August 2020 was set-aside for small business and following no responsive proposals. It was determined to announce a sources sought notice to engage with all businesses to submit capability statements for futher market research. The requirement was re-solicted as an open competition to include large businesses on April 15, 2021 with a closing date of May 14, 2021. One proposal was received and was determined to be unresponsive. AQM and the Program Office continued market research and engaged with Charles River Associates. Charles River Associates provided a market research presentation and were found to be capable of meeting the requirements needs. The Global Programs Teams and AQM reviewed the capabilities to determine if Charles River Associates would meet the agency’s needs. .
