***THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, OCEANIC AND ATMOSPHERIC RESEARCH (OAR) GLOBAL MONITORING LABORATORY (GML) OFFICE, INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH ALLEN SCIENTIFIC GLASS INC FOR AGS1038 AIR SAMPLING GLASS FLASKS.

***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT ALLEN SCIENTIFIC GLASS INC IS THE ONLY VENDOR THAT CAN PROVIDE THE SPECIALIZED GLASS FLASKS.

“Allen Scientific Glass, Inc. (ASG) has previously manufactured air sample flasks of this design that meet all specifications required by GML.  The ASG flasks have been made to specifically meet GML’s needs and are compatible with all of GML’s air sampling field requirements and laboratory instrumentation used for high-precision trace gas measurements.

GML’s global air sampling network currently has approximately 6000 flasks in active use, all of which have been manufactured by ASG.  These flasks have been tested extensively for stability with respect to the trace gases of interest.

These air sample flasks from ASG are specialized equipment used to collect atmospheric air samples for precise measurements of atmospheric trace gases.  These flasks are compatible with all existing equipment, instrumentation, and infrastructure  of GML.

It is critical that the introduction of new equipment is not disruptive of our sampling and measurement protocols.  The measurement record is a long-term, multi-year (decades) time series.  The stability of our protocols and measurements are necessary to carry out GML’s scientific program requirements.”

***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
