FMVSS No. 304, - Compressed Natural Gas Fuel Container Integrity

Introduction 

The United States Department of Transportation’s (DOT) mission is to save lives, prevent injuries, and reduce economic costs associated with motor vehicle crashes.  In support of DOT’s mission objectives, the National Highway Traffic Safety Administration (NHTSA) promulgates Federal Motor Vehicle Safety Standards (FMVSS).  Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable Federal Motor Vehicle Safety Standards (FMVSS).

Background

The Office of Vehicle Safety Compliance (OVSC) of the National Highway Traffic Safety Administration (NHTSA) requires engineering services to collect data in support of its enforcement program for federal motor vehicle safety standard (FMVSS) No. 304, Compressed Natural Gas (CNG) Fuel Container Integrity.

Purpose

The purpose of this Contract is to procure testing services, inspection services, and reports so that the Government can determine whether CNG fuel containers comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 304, “Compressed Natural Gas (CNG) Fuel Container Integrity”.  The standard was created to reduce the number of deaths and serious injuries occurring from fires that result from fuel leakage during and after motor vehicle crashes.
The services under this contract are necessary to determine conformance of CNG fuel containers with the applicable requirements of FMVSS No. 304.

Synopsis

This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a solicitation 693JJ923R000093.  NHTSA intends to issue a solicitation for a Full and Open Competition in support of the Compliance Test Program for Tires.  

Contract Type and Period of Performance

NHTSA intends to award one Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price and Cost Reimbursable Task Orders, but reserves the right to do a multiple award IDIQ contract. Task Orders will be issued, in accordance with FAR 16.505. The applicable NAICS code and size standard for this acquisition are as follows:

541380, Testing Laboratories, $15.0 M.

The anticipated period of performance is a two-year Base Period and three (3) Option Periods. 

Place of Performance/Physical Location

The work performed under the proposed Contract and any Delivery Orders issued under the Contract shall be accomplished at the Contractor’s facilities and those facilities shall be located within the continental United States.  There shall be no deviation from or waiver of this requirement.
