Description

NSN 4720-01-647-9396 will be solicited as a firm-fixed price RFP to obtain offer(s) for a single NSN contract for DLA Direct Delivery. The quantity is up to 60 each. 

No option will be included.

Delivery best available and not to exceed 360 days ADO.

FOB - ORIGIN 

Solicitation will be issued as UNRESTRICTED -Other Than Full and Open Competition applies.

All responsible sources may submit a proposal, which shall be considered.  The subject requirement is for acquisition of one NSN for the various end items. The solicitation will be available in DIBBS approx on JUNE 16 2023 at https://www.dibbs.bsm.dla.mil/RFP/

Copies of the solicitation will not be available until 15 days afer this notice is published in SAM.gov.  

While price may be a significant factor in the evaluation of o􀀂ers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors as described in the solicitation.    
THIS IS A RESTRICTED SOURCE ITEM AND REQUIRES ENGINEERING SOURCE APPROVAL BY THE GOVERNMENT DESIGN CONTROL ACTIVITY. 
ADEQUATE DATA FOR THE EVALUATION OF ALTERNATE OFFERS IS NOT AVAILABLE AT THE PROCUREMENT AGENCY.THE OFFEROR MUST PROVIDE A COMPLETE DATA PACKAGE INCLUDING DATA FOR THE APPROVED AND ALTERNATE PART FOR EVALUATION.  
DUE TO CRITICALITY AND TIME REQUIRED FOR ESA EVALUATION OF ALTERNATE OFFERS, IT MAY NOT BE POSSIBLE TO CONSIDER ALTERNATE OFFERS FOR CURRENT AWARD, BUT THOSE MEETING EVALUATION CRITERIA WILL BE CONSIDERED FOR FUTURE PROCUREMENTS IF APPROVED BY ESA AFTER SAR EVALUATION. PROCUREMENT FROM

CRITICAL APPLICATION ITEM

THIS IS A NAVY IDENTIFIED CRITICAL SAFETY ITEM (CSI). 

TRACEABILITY TO THE APPROVED SOURCE MANUFACTURER IS MANDATORY FOR ALL DEALERS.

FAR CLAUSE 52.246-11 APPLIES.  THE CONTRACTOR SHALL BE IN COMPLIANCE WITH THE FULL REQUIREMENTS OF THE INTERNATIONAL ORGANIZATION FOR STANDARDIZATION (ISO) 9001 STANDARD AT THE TIME OF CONTRACT ACCEPTANCE OR CONTRACT MODIFICATION DATE.

One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. 
Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting oficer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
