Description

Purpose of Amendment 0004, 1. Attach the updated Statement of Work (SOW) dated 11 14 2024, all changes to the SOW are highlighted in Yellow in the SOW document. This Amendment updates the Period of Performance (POP) to 516 calendar days from Notice to Proceed (NTP) and adds additional language to ITEM X. regarding Temporary Facilities to the Statement of Work (SOW). 2. Add Responses to RFIs received and three photos of the spare 400amp breaker with 400 amp plug in Panel QHD1001A in B701. 3. Adds Clause 52.223-23 Sustainable Products and Services to the Solicitation. All other terms and conditions remain unchanged and in full force and effect. Purpose of Amendment 0003, A. The purpose of this Amendment is to attach the updated Statement of Work (SOW) dated 11 7 2024, All changes are highlighted Yellow in the SOW. 1. This Amendment updates the Period of Performance (POP) to 471 calendar days from Notice to Proceed (NTP) 2. This Amendment adds ITEM X. regarding Temporary Facilities to the Statement of Work (SOW). All other terms and conditions remain unchanged and in full force and effect. Purpose of Amendment 0002, A. The purpose of this Amendment is to attach the Pre-Proposal Site Visit Sign-in Sheet. All other terms and conditions remain unchanged and in full force and effect. Purpose of Amendment 0001, 1. Updates page 1, block 10, item 7., second sentence to read "The basis for award will be based on price only." 2. Removes evaluation factors (1-3) and updates the basis for evaluation and award to Price Only. 3. Updates the "Instructions to Offerors", pages 17 - 24, replaces it with the attached document. 4. Removes Attachment 10 "Factor 2 Past Performance Questionnaire" from the solicitation related to the Trade-off method.5. Updates Attachment 9 Pre-Proposal Site Visit Information accordingly. NAICS 236220 - Commercial and Institutional Building Construction, Small Business Size Standard is: $45 Million. Per VAAR 836.204: Disclosure of the magnitude of construction projects is between: $5,000,000 and $10,000,000. This requirement has been set aside 100% for eligible SDVOSBs vendors on the VISN 21 MACC Group two (2) MATOC contract. Wage determination CA20240007 dated 5/24/2024 applies to this requirement. The Government intends to award a single firm-fixed-price contract without conducting discussions with offerors; however, the Government reserves the right to conduct discussions if later determined to be in the best interest of the Government. The basis of an award is a trade-off between non-priced factors and price. OFFEROR MUST BE REGISTERED IN SAM.GOV AND SBA's VETCERT AT THE TIME SUBMISSION OF OFFER AND PRIOR TO AWARD.
