Request for Proposals (RFP) for Judiciary Cloud Services Multiple Award Blanket Purchase Agreements (BPAs)

Attached please find the SF-33 and Attachment J.1-J.5.

Due to a error in the AOUSC contract writing system, Amendemnts will start at 0002. There will not be an Amendment 0001 (The first amendment is 0002 for USCA22R0092)

General Information

Procurement within the federal judiciary is not subject to the Federal Acquisition Regulation (FAR), which applies to most Executive Branch agencies. Judiciary procurement policies are the responsibility of the Procurement Management Division (PMD) within the Administrative Office of the U.S. Courts (AO), and are issued in the Guide to Judiciary Policy, Volume 14 (Procurement). Offerors or contractors wishing to find the full text of individual provisions or clauses incorporated by reference in judiciary solicitations and contracts are directed to Appendix 1B of Volume 14.  The POC detailed at the URL below is not the POC for this RFP, and should not be contracted regarding this RFP. Who Can Offer

The judiciary requires privity of contract directly with the CSPs due to our need to maintain the closest possible custody of judiciary data, solutions, and systems and limiting infrastructure vulnerability. Therefore, all offerors must be CSPs.

CSP Minimum Requirements

  • FedRAMP Status: Authorized
  • FedRAMP Service Models: IaaS, PaaS and/or IaaS, PaaS, SaaS
  • FedRAMP Deployment Model: Public, Hybrid and/or GCC Cloud
  • FedRAMP Impact Level: High
  • Criminal Justice Information Services (CJIS) Compliant (as listed in PWS section 6.3.3)

The Judiciary Information Security Framework (JISF) – Attachment J.6, and the JISF to FedRAMP Crosswalk – Attachment J.7 cannot be posted publicly due to their sensitivity. Due to the security nature of the documents, the documents can only be viewed at the government’s site. The purpose of the AO Judiciary Reading Room is to provide prospective offerors access to those documents.
