GENERAL INFORMATION

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to use simplified acquisition procedures for evaluating quotes and awarding the resulting purchase order in accordance with FAR 13.106.

2. This solicitation is being issued as a Request for Quotation (RFQ).

3. This solicitation document and incorporated provisions and clauses are those in effect through:

            Federal Acquisition Circular                                                      2022-06 effective 1 May 2022

4. This is a Total Small Business Set-Aside in accordance with FAR 19.502-2(a).

5. The North American Industry Size Classification System (NAICS) code associated with this requirement is 339994.

REQUIREMENT INFORMATION

Description:

The Contractor shall provide Poly Cassette refill brooms for Oshkosh M-B 4600 18’ runway broom, 5 Each

INSTRUCTION TO OFFERORS

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

- Quoted amounts need to be net prices without tax

- Quotes, attachments, and all other correspondence as listed in this solicitation must be emailed to all points of contact (POCs)

- All questions are to be submitted in writing by 24 May 2022

- Quotes are due by 7 June 2022 @ 9:00 AM MDT

- Quotes shall not exceed 10MB in size

- The anticipated award date is 16 June 2022

EVALUATION CRITERIA

FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

The Government will award a contract resulting from this solicitation to a responsible offeror whose conforming offer will be most advantageous to the Government considering price. Award shall be based on the best value to the Government. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed to be in the Government's best interest. The following factors shall be used to evaluate the offer:

i. Total Price Quote:

  1. Price Schedule with pricing for items as indicated.  A total price quote for all items quoted.
  2. Price must be determined fair and reasonable by the Contracting Officer (KO) through utilization of one or more of the methods listed in FAR 13.106-3.

ii. Technical Acceptance:

  1. Complete quote (as indicated under “Quote Preparation Instructions”)
  2. Verification of compatibility with M-B 4600 18’ broom
  3. Must be a cassette replacement
  4. Verification that quoted item does not create excessive Foreign Object Debris on the runway during use.

*NOTE: The Government will perform a comparative evaluation (comparing quotes to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. No adjectival ratings will be assigned to the evaluation factors. The award will be based on price and other factors as listed above. The lowest priced offer may not necessarily represent the best value to the Government.
