Description

Combined Synopsis/Solicitation (Best Value)

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center – Pacific requires one (1) bridge watch stander for up to 672 hours for three (3) NOAA Ships while in-port in Seattle, Washington between March 23 and May 11, 2023.  These hours and dates are estimated and may be extended or shortened +/- 10 days as mission changes dictate.  Communication for firm dates and hours will be communicated within 48 hours of known change.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN212023-00036 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.

(iv) The NAICS code for this acquisition is 561612, Security Guards and Patrol Services; the small business size standard is $25.2M.

(v) Line items are as follows:

CLIN 1:  One (1) Each Watch Stander for NOAA Ship Oscar Elton Sette March 23 – April 7, 2023 for up to 266 hours.

CLIN 2:  One (1) Each Watch Stander for NOAA Ship Okeanos Explorer April 26 – May 4, 2023 for up to 150 hours.

CLIN 3:  One (1) Each Watch Stander for NOAA Ship Reuben Lasker April 27 – May 11, 2023 for up to 256 hours.

(vi) Description of requirements for the items to be acquired:  The vendor is to provide the items in CLINs 01 - 3 per the attached statement of work.

            Schedule Requirements:

            Day of Arrival: 1530 hrs – 2400 hrs (depending on arrival time)

            Weekdays: 1530 hrs – 0730 hrs

            Weekends and Holidays: 24 hour watch (0000 hrs – 2400 hrs)

            Day of Final Departure: 0000 hrs – 0730 hrs

(vii) Date(s) and place(s) of delivery and acceptance and FOB point.
