Description

PRESOLICITATION NOTICE This notice is for Solicitation Number 36C24622R0007, Project Number 590-19-110 Correct HVAC Deficiencies, at Hampton VA Medical Center, 100 Emancipation Dr., Hampton, VA 23667. This shall be a Service-Disabled Veteran Owned Small Businesses (SDVOSB) Set-Aside. As a result, all SDVOSB may submit a proposal, which will be considered by the agency. The North American Industry Classification System (NAICS) code for this action is 238220 (Plumbing, Heating and Air-Conditioning Contractors) with a size standard of $16.5 million. FAR 36.204| Disclosure of the magnitude of construction project is between $1,000,000 and $5,000,000. Scope of Work: Provide construction services to correct (heating, ventilation, and air conditioning -HVAC) deficiencies including architectural, and (mechanical, electrical, and plumbing - MEP) in building 110A (Sterile Processing Service - SPS) and all associated work as per attached plans and specifications at Hampton, VA Veterans Medical Center: General: The following is a summary of the work: BASE PROPOSAL ITEM I, GENERAL CONSTRUCTION: Work includes, but is not limited to, general construction, alterations, architectural, interior finishes, mechanical and electrical work, and certain other items to supplement the existing outdated and undersized HVAC system to maintain the required SPS temperature and humidity in the space. The project shall include cleaning of the ductwork. The project shall comply with Directive 1116, SPS design guide and the HVAC design manual specifically the requirements in section 2.8 necessary removal of existing construction and certain other items. See the solicitation notice for the instructions to offerors and deduct alternates. PROPOSAL ITEM II DEDUCT ALTERNATE NO. I: Perform all work described in Base Proposal Item I above except: Proposal Deduct: Eliminate all elements associated with the glycol runaround energy recovery system. Removed elements include glycol coil in AHU, glycol coil in exhaust ductwork, exhaust filter bank, new exhaust ductwork in crawlspace (all ductwork in the crawlspace/pipe basement would be existing to remain if the deduct alternate is taken), glycol insertion pump package, glycol water circulation pump, air separator, expansion tank, chemical feeder, and glycol/water piping. Control points associated with the glycol system would be removed. Electrical deduct shall consist of all electrical connections, conduit, conductors, switches, and appurtenances associated with pumps 110A-GP-1 and 110A-GP-2. Electrical circuit breakers serving these items shall instead be Spare if the deduct is accepted. Architectural deduct work shall consist of concrete equipment base for associated pump along with painting and any other associated general trades work. Place of Performance: Tasks will be performed at the VA Medical Center, Hampton, VA, 23667. Work will be around an occupied healthcare facility in operation 24 hours a day. Specific requirements (see drawings for area of work): General see section 01 00 00 Asbestos and lead Abatement see division 2 Finishes see division 9 HVAC and Piping see division 23 Electrical - see division 26 Controls/Electronics see division 27 and 28 Period of Performance: Contractor shall commence work under this contract promptly after Notice to Proceed (NTP), execute the work diligently, and achieve final completion and acceptance including final cleanup of the premises within one-hundred eighty calendar days including submittals. Specific site requirements: Contractor and all subcontractors shall obtain a flash badge from the Police Service, provide proof of OSHA 10 training completion, provide TB test results, and shall abstain from smoking within the perimeters of the facility All individuals that enter any VA facility are always required to wear a face mask and will be pre-screened for COVID19; to include Veterans, employees, visitors, volunteers, and contractors (See VHA Supplemental Contract Requirements below). Construction Safety Requirements: - see attached Hampton Construction Safety Handbook in section 01 35 26 Submittals: - see sections 01 00 00, 01 33 23, and all applicable trade sections Quality Control: - see section 01 45 00 Schedules: - see section 01 32 16 .15 Environmental and Waste Management: - see sections 01 57 19, and 01 74 19 VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors 1. Contractor employees who work in or travel to VHA locations must comply with the following: a. Documentation requirements: 1) If fully vaccinated, shall show proof of vaccination. i. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. 2) If unvaccinated and granted a medical or religious exception, shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test. 3) Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. 4) Documentation will not be collected by the VA; contractors shall always adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. 2. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. a. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall always adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. This project will be procured as 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) and must be listed as verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov/. The VA will issue a Request for Proposal (RFP) on or about 11/23/2021 via Contract Opportunities at https://beta.sam.gov/. A site visit will be scheduled, and the date/time/location will be provided with the solicitation.
