Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The 407th SCMS/GULBC at Robins AFB, GA has a requirement to procure repair service for the RNA-34A VHF Navigation Receiver utilized on the E-3 Aircraft. Anticipated contract vehicle is to be a Firm Fixed Price Requirement type contract consisting of a period of performance beginning at the date of award through five (5) years, consisting of a 12-month basic period and four additional 12-month ordering periods with a quantity range between 1 - 35 units per year. Repair services shall include teardown, test, evaluation, and repair of the assets to serviceable condition.

The Receiver provides reception of VHF Omni-directional Radio-range Locator (VOR/LOC) signals within the frequency range of 108.00 to 117.95 MHz with 50-kHz channel spacing. The RNA-34A processes these signals to supply omni-bearing and course-line deviation in the form of visual display on the Horizontal Situation Indicator (HIS). The RNA34A is capable of both automatic and manual VOR operation.
The government intends to award on a sole source basis to Aeronautical Technology, Inc (CAGE: 1CS28). In accordance with FAR 6.302-1, due to the data needed to complete contract repair is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the repair for a competitive solicitation. Findings yielded no other capable source to overhaul and repair the RNA-34A VHF Navigation Receiver. Aeronautical Technology is the only vendor with the experience, technical expertise, and data to perform repairs according to technical and schedule requirements.
However, Interested Party or Person(s) may identify their interest and capability to respond to the requirement or submit a proposal(s). This notice of intent is not a request for competitive proposals. All proposals received within the 30 days after issuance of solicitation, or 45 days after the publication date of this synopsis will be considered.
