Description

The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for the provisioning and installation of five (5) waterway signs on the upstream face of five of the Highland Park Bridge piers (Piers 2 – 6), directly upstream of Allegheny Locks and Dam #2.  The location of the Highland Park Bridge is at approximately River Mile 7.0 on the Allegheny River.  The installation of the signs includes fabrication of aluminum frames, installation of the frames using post installed steel anchors into the piers and mounting of the signs.  All of the materials required for the placement of the signs shall be provided by the Contractor. The sign panels themselves will be the Government Furnished Property (GFP) for the Contractor to mount on the support frames.  The estimated weight of the signs, exclusive of the support frame, is approximately 300 pounds.

Access to the bridge piers for installation of the signs shall be from the river.

The normal operating pool of the Allegheny River around the bridge is approximately 721 feet elevation.  The bottom elevation of the sign support frame is approximately 738 feet and the top approximately 745 feet. 

The contractor shall be responsible for all fabrication work of the frames, which must comply with all applicable regulations indicated in the design plans and specifications, including AASHTO, PennDOT and USACE regulations.

The work shall be completed within 240 calendar days after written Notice to Proceed.

This acquisition will be procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 17 June 2022, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, request for hardcopies of the solicitation will not be honored.

The North American Industrial Classification System (NAICS) for this procurement is 237990 – “Other Heavy and Civil Engineering Construction” and the business size standard is $39,500,000.

In order to submit a Bid on this project, your company must-

  1. Have a Unique Entity Identifier (UEI) Number. Currently, considered as the DUNS. This is a unique nine-character identification number that is provided by Dun & Bradstreet (D&B) free of charge.  
  2. Be registered with an active registration on the SAM website as an Entity. There is no cost to use SAM. It is MANDATORY that all vendors be registered on the SAM.gov website in order to receive contracts.
  3. Be registered in the Procurement Integrated Enterprise Environment (PIEE) for the Solicitation Module with the Proposal Manger role.

Requesting a Unique Entity Identifier Number (DUNS)

Requesting a Unique Entity Identifier (UEI) takes about 10 minutes. Receiving a UEI (DUNS) takes about 1-2 business days when using the D&B web form.  The form for completion can be found at https://fedgov.dnb.com/webform/pages/CCRSearch.jsp.  The UEI is required for the SAM Registration.
