Description

This sources sought synopsis is issued solely for information and planning purposes to gain knowledge of potential sources capable of fully satisfying a potential requirement. This is not a solicitation announcement, nor does it promise a solicitation in the future. Proposals are not being requested or accepted at this time and a contract will not be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All submissions will become Government property and will not be returned. The Government will not provide any feedback or evaluations regarding the information submitted.

The Architect of the Capitol (AOC) is seeking Small Business (SB) construction contractors with the experience and capability of responding to job orders with the necessary labor, material, equipment, project management, quality control, coordination of tasks, and safety services to complete repairs and alterations.  Job orders may include non-emergency and emergency work.  Emergency work could require a response time of 72 hrs. or less.  Job orders issued under this contract may include the following disciplines: 

  • MEP/HVAC
  • Emergency Power
  • Elevator I Escalader
  • Concrete
  • Fire Alarm and Fire Sprinkler
  • HAZMAT Remediation
  • Demolition
  • Roofing
  • Stone and Facade Restoration
  • Painting
  • Office Restoration / Fit Out
  • Paving

All work shall meet the intent of the International Building Code and all applicable state and local codes and shall be completed in a professional workmanship manner and meet current industry standards. The awarded contract(s) may also cover other types of repairs that are not covered/listed in the items identified above. The above list is provided to cover general scopes of work that may be awarded under this contract.

The magnitude of Job Orders to be issued under this contract may range between $1,000 and $2,000,000. The North American Industrial Classification System (NAICS) Codes applicable to this acquisition is 236220 - Commercial and Institutional Building Construction. Prior Government contract work is not required for submitting a response under this sources sought notice.

Responses to this Sources Sought shall be limited to 5-pages (12 point minimum, Times New Roman font, PDF) and shall include the following information:

  1. Contractor's name, address, point of contact, and email address.
  2. Identification of company’s small business status.
  3. SAM.gov including: a) Contractor Unique Entity ID Number; b) Contractor Cage Code; and c) Affirmative, “Yes” or “No”, within response, that contractor is registered within SAM.
  4. The submission should include a include a description of a minimum of three projects completed within the past five years.  Projects submitted should demonstrate comprehensive experience across the potential disciplines, that may be encountered under the general scopes of work, that may be awarded under this contract.  Standard brochures will not be considered a sufficient response to this notice.
  5. Documentation from the firm’s bonding company showing maximum current single and aggregate performance and payment bond limits.

Interested contractors should submit an electronic copy of the requested information via e-mail to the Contract Specialist, Renko Hardison, at renko.hardison@aoc.gov no later than July 5, 2023 at 5:00 PM EST.  Any attempt to hand deliver or mail a response to any location in the U.S. Capitol Complex will be rejected.
