Description

The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting proposals for construction activities to include road grading, culvert & cattle guard removal and replacement, and unclassified excavation located on Stellar Creek Road. Additive alternate schedules for the installation of crushed top surfacing along portions and entire road corridor are also included in this construction requirement. The project work is located along the Stellar Creek Road corridor on BLM lands approximately 32 miles north of Forsyth, Montana in Rosebud County.

BLM has issued Solicitation Number 140L3622R0001 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include:

Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM is issuing a Request for Proposal (RFP) on February 4, 2022. The estimated price range of this acquisition is between $500,000 and $1,000,000. BLM is issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310 and the associated Small Business Size Standard is $39.5 Million.

Amendment Number 0001 - BLM issued this amendment to incorporate changes to the Organized Site Visit.

A single contract award will be made to the offeror that submits a proposal that has been determined to be the lowest-price, technically acceptable (LPTA) offer. A firm-fixed priced contract is contemplated. Proposals are due on March 8, 2022, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic proposals as a response to the solicitation via cmundt@blm.gov. Electronic proposals are subject to the same rules as paper proposals.

The Government anticipates award of this procurement on or around April 8, 2022. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed (on or around May 2, 2022) and complete the entire work ready for use within 120 calendar days (August 30, 2022). The time stated for completion shall include final cleanup of the premises.

All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products.

The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
