Description

Program Manager Ground Based Air Defense (GBAD) within Program Executive Officer, Land Systems (PEO LS) Marine Corps intends to negotiate and award on a sole-source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1 to Kongsberg Defense & Aerospace Inc., 210 Industrial Park Rd, Johnstown, PA 15904, for the procurement of the Remote Weapon Station, training, spares, associated engineering services and sustainment. The Remote Weapon Station is compatible with the MADIS Inc. 1 Command & Control (C2) software baseline and the only known and currently available solution that satisfies USMC requirements. 

The Government anticipates award of a hybrid Cost-Plus-Fixed Fee/Firm-Fixed-Price contract, with a period of performance of five years. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. Kongsberg Defense & Aerospace Inc. is the designer, developer, and producer of the Remote Weapon Station.

This is not a request for competitive quotes.  No formal solicitation package is available.  The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 1000 local time on 17 April 2025.  Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
