Description

This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source contract to Life Technologies Corporation under the statutory authority 13.501(a). This contract is for the purchase, delivery, and installation of eXero-dr Critical Imaging System (“eXero-dr CIS”) for use at the Armed Forces Medical Examiner System (AFMES), Forensic Pathology Investigations (FPI) Division, Dover AFB, DE 19902.

The AFMES FPI has a requirement to purchase a Forensic-Specific eXero-dr Critical Imaging System (“eXero-dr CIS”), which is a full body x-ray system for rapid assessment of human remains undergoing forensic pathology investigation.  This purchase is to replace the previous procured, full body imaging system from LODOX, NA LLC that has surpassed its service life.  The Firm Fixed Price (FFP) contract covers purchase, delivery, and installation.

The AFMES FPI mission provides pathology examination for military autopsies, aircraft incidents, criminal investigations, and selected cases of national interest.  The AFMES FPI is the sole Federal medical examiner agency for death investigations that fall under exclusive Federal jurisdiction. Each year the AFMES processes numerous cases, many of which may affect operational readiness and/or national security. Radiological examination of the remains is incorporated into autopsy reports and provides feedback to multiple Services medical and casualty branches, and DOD and Federal law enforcement agencies.      

Lodox NA, LLC, is the only source for the eXero-drmachines and software, parts, and Technical Support in North America. Also, Lodox NA, LLC is the only manufacturer of a Forensic-Specific eXero-dr Critical Imaging System (“eXero-dr CIS”), that takes a continuous seamless digital radiograph of large areas, such as, the whole body and is certified according to FDA 21CFR part 1020.30 entitled “Diagnostic x-ray systems and their major components”. Failure to award this purchase contract to LODOX, NA LLC will have a detrimental effect on the examination of human remains at AFMES FPI by eliminating a means of examination that complements and surpasses the limits of visual examination of injuries and evidence detection in human remains.  The lack of such information will result in degraded and incomplete documentation of injuries and evidence that will affect operational medical readiness and the quality of law enforcement and other investigations (safety investigations, mishap boards, etc).

The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000. 

This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award a contract no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source.
