Description

The Social Security Administration (SSA) is conducting a market survey through this sources sought notice to help determine the availability and technical capability of qualified businesses, particularly small businesses, Woman-Owned Small Businesses, and 8(a) Small Businesses, to provide the requirement below. Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities through the Federal Government (Equity EO), directs federal agencies to ensure that contracting and procurement opportunities be made more readily available to all eligible vendors and to remove barriers faced by underserved individuals and communities, all in an effort to increase contracting with small disadvantaged businesses (SDB).
This announcement is not a request for quotations, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement, or based on responses to this announcement. Information received from this market research is only for planning purposes and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this synopsis, and will not pay any costs incurred in the preparation of information for responding to this market survey or the Government’s use of the information. Proprietary information must be clearly identified as such. The Government will not provide a debriefing on the results of the survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended.
SSA is seeking a contractor to provide all labor, personnel, equipment, supplies, secured vehicles, materials, supervision and other related supplies and services to provide secure shredding services at various Social Security Administration (SSA) Offices throughout the States of Arizona, California, Hawaii, and Nevada, to include but not limited to the following:
1. Provide secure bins for the storage of confidential documents prior to shredding at each location indicated.

2. Provide on-site or off-site shredding at locations in the attachment. On-site shredding is preferred.

3. Transport, shred and remove all material in secure vehicles.

4. Provide document shredding and disposal service that provides a high level of confidentiality and prevents unauthorized disclosure of information.

The anticipated period of performance is 02/11/2023 for a period of one year with four one-year option periods. The North American Industry Classification System (NAICS) code is 561990, All Other Support Services, and the size standard is $14.5 million.

Interested vendors able to provide the required document destruction services in AZ, CA, HI, and NV (see attached Shredding Sites document) must submit capability statements (no more than 10 pages in length, 12 point font minimum, double-spaced, Times New Roman) that demonstrate their ability to provide the requirements. Statements should be in sufficient detail, including any other specific and relevant information, so the Government can determine the firm’s capability to provide the requirements. Failure to demonstrate the capability to provide the requirement may affect the Government’s review of the industry’s ability to perform or provide these requirements.

If applicable, identify any existing government contracts, including GSA FSS or other IDIQ vehicles.

In addition to capability statements, firms must include this information in their responses:
1) Organization name, point of contact name, address, email address, website address, and telephone number;
2) Unique Entity Identifier (UEI) number;
3) Size and type of ownership and socioeconomic designation for the organization [i.e., small business, small disadvantaged business, 8(a), women-owned small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses, Historically Underutilized Business Zone small businesses, etc.];

NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME, and the Government will not pay for any information submitted. This information will be used in SSA’s assessment of capable sources. Respondents will not be notified of any results from the data received.

The Government retains the right to procure these services through any means that are in the best interest of the Government.
