Description
Naval Air Systems Command (NAVAIR) intends to issue a delivery order against an existing sole source Basic Ordering Agreement (BOA) to the Boeing company for supplies and services associated with the Stores Management Processor (SMP) Obsolescence Redesign. The delivery order will include but it not limited to the scope of work to design and qualify alternate parts to replace obsolete components and add options to modernize the functionality and supportability of the SMP of the AYK-22 Stores Management Processor (SMP). The AYK-22 SMP functions as an interface between the aircraft mission computer and the aircraft weapons and external stores. The Government has determined that the AYK-22 SMP is no longer supportable due to obsolescence of key components.
This acquisition is being pursued on a sole source basis to the Boeing Company in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulations (FAR) Part 6.302-1(a)(2)(ii)(B), “Only one responsible source and no other supplies or services will satisfy agency requirements.” Boeing is the only company with the requisite unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above-mentioned combat identification systems. Procurement of the instant requirement from any other supplier would result in unacceptable delay and, ultimately, impact to procurement of program requirements and support necessary for fleet operations.
Note: The BOA is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
