Combined Synopsis / Solicitation: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation that will be issued for this requirement.

This solicitation is issued as a Request for Quotation (RFQ) in accordance with FAR Part 12 and 13.

2. REQUIREMENT:

Item: Vendor shall provide, install, and commission Ground Mounted 400Hz 50KW Solid State Frequency Converter

Quantity: 03

Technical Requirements: Item submitted shall conform FULLY to the requirements listed in ATTACHMENT 01 – Technical Requirements document.

3. AVAILABILITY OF FUNDS:

Funds are currently available for this acquisition

4. QUOTE SUBMISSION:

Requirement: Offerors shall submit a quote to the Government that fully conforms to ALL aspects of this solicitation and the Attachments posted on www.SAM.gov; the Technical Requirements Documents; listed Industry Standards and Mil-Spec requirements; and all Regulatory Guidance in the Federal Acquisition Regulation (FAR); Defense Federal Acquisition Regulation Supplement (DFARS); and Army Federal Acquisition Regulation Supplement (AFARS) (https://www.acquisition.gov/)

Offeror Quote shall contain:

Cover Page: include Offerors Legal Business Name / Doing Business As (DBA) name; CAGE Code; Unique Entity Identifier (UEI) Number; Tax Id Number (TIN); Point of Contract; and Contact Information.

Quotation / Proposal: Price for a Complete & Useable Product

Technical Information for Item submitted that describes / lists all Technical Requirements providing full documentation on how the item meets or exceeds the Government’s Requirements

The offeror shall acknowledge all Amendments posted with this solicitation & include with their Quote Package.  Offers received that do not acknowledge all Solicitation Amendments will be considered Non-Responsive and not eligible for Award.

Quote Submission: Quotes shall be emailed to 177FW.Contracting.Org@us.af.mil. Paper Copy & Facsmile quotes will NOT be Accepted.

The Government is requesting quotes no later than Noon local time, 17 September 2022. Late Quotes will not be Accepted. Offeror is FULLY RESPONSIBLE for ensuring that their quotes are received on time and shall allow ample time technical and connectivity issues.

5. EVALUATION OF QUOTES:

Evaluation of Quotes: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will provide the Best Value to the Government in meeting the salient characteristics (IAW Technical Requirements Document) and in price.  

6. OFFEROR REQUIREMENTS:

Offeror shall have a current registration on www.SAM.gov at the exact date & time quotes are due.

Offerors shall ensure their System for Award Management (SAM) accounts have been updated as of October 2020 to reflect the inclusion of clause 52.204-26 – Covered Telecommunication Equipment or Services-Representation.  If your SAM account has not been updated as of October 2020 you will need to submit clause 52.204-24 – Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment with your offer package.

Offeror awarded Contract will be required to enroll in Procurement Integrated Enterprise Environment (PIEE) for the purpose of invoice/payment. PIEE is the ONLY ACCEPTABLE means of invoicing for payment.

7. FORMAL COMMUNICATION & OFFEROR REQUEST FOR INFORMATION:

Submit all questions in the pre-offer inquiry format shown below via email only to the Contracting Office email below.  All questions must be submitted through the Contracting Office.  All Questions and Requests for Information (RFI) must be received by the Government No Later Than NO LATER THAN 30 August 2022 @ 12:00 PM EST.  Solicitation questions received after this time will not be answered prior to solicitation close date. A record of submitted questions will be furnished to all prospective offerors via posting at https://sam.gov/content/home.  The record will include questions (on a non-attribution basis) and answers.

Offerors are strongly encouraged to submit questions early in the solicitation process.

Solicitation Amendments, if or when issued, will be posted to www.SAM.gov for electronic downloading.  This will be the only method of distributing Solicitation Amendments prior to the Solicitation close date.  It is the offerors responsibility to check the website periodically for any amendments to the solicitation.  The website is occasionally inaccessible due to various reasons beyond the control of this office.
