Description

The U.S. Army Contracting Command – Rock Island, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue Request for Proposal (RFP) W52P1J-22-R-0028 for the 105mm M28B2 Percussion Primer.

The 105mm M28B2 Percussion Primer is a component of 105mm Family of Artillery Cartridges. The primer is pressed into the base of the Ml4 cartridge case. The M28B2 Primer Assembly consists of a percussion ignition element and a steel perforated flash tube containing black powder. The M28B2 Primer initiates propelling charges in the 105mm M1 Cartridges. The impact of the weapon firing pin results in the initiation of the percussion primer, which, in turn, ignites the black powder in the flash tube. The flash tube provides for uniform ignition of the propelling charge producing a rapid expansion of the propellant gas, which propels the projectile out of the weapon tube.

Offerors will be required to manufacture the M28B2 Percussion Primer, in accordance with a U.S. Government-owned Technical Data Package (TDP) and applicable contract requirements, which the U.S. Government will make available upon solicitation release. The U.S. Government is restricting competition for this effort to the United States and Canada, under the authority of 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services.

This M28B2 Percussion Primer solicitation will result in the award of a single Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract with five, one-year ordering periods. The U.S. Government intends to procure up to approximately 1,000,000 primers. The U.S. Government will issue delivery orders to the contractor selected for award.

This requirement involves technical data marked Distribution Statement D (authorized distribution of technical documents to the Department of Defense (DoD) and U.S. DoD Contractors). Interested contractors are required to provide a Military Critical Technical Data Agreement (DD Form 2345) and a non-disclosure agreement prior to receipt of the U.S. Government-owned TDP via the Joint Certification Program. In performing the resulting contract, the contractor will be required to receive and generate classified material. A Department of Defense Contract Security Classification Specification (DD Form 254) will be provided with the solicitation.

Contractors shall register in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.
