Description

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Privatized Family Housing, Privatized Unaccompanied Housing,  Government-Owned Family, and Leased Housing for both within the Continental United States (CONUS) and Oustide of the Continental United States (OCONUS). This requirement is unique in that the homes that need to be inspected are subject to different laws and policies based on their state or country. The PWS states that 100% of the housing inventory must be inspected via a checklist that will be provided.  The service will directly support the Department of the Army’s response to the 2020 NDAA requirement to inspect all homes within the Army’s inventory around the world. The service is required immediately because the contractor will be expected to inspect 25,000 homes by October 2023. The services will be performed around the world at every Army installation, both CONUS and OCONUS. There are substantial geographic concerns to be considered such as:

  • Understanding the various laws and regulations of the host nation related to home inspections
  • Recruiting personnel who are eligible for entry onto the government installation
  • Coordinating travel related to personnel who will be traveling from the USA to the local country to be inspected
  • Ensuring compliance with Status of Forces Agreements (SOFA)
  • Coordinating with the Syncronized Pre-Deployment and Operational Tracker (SPOT)

All other Department of Defense agencies are procuring these services as well, such as the Air Force, Navy, and Marine Corps, along with smaller DoD agencies.  While it’s unknown how the Navy and Marine Corps procured the services, it is known that the Air Force awarded a task order under an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract being performed by Bureau Veritas, a large business.
