Description
The purpose of this Sources Sought announcement: (1) A market survey for written information only, and (2) to identify sources capable of providing support for the effort specified in the draft Statement of Work (SOW).
Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement for test pool resurfacing. The following service is expected requirements for this effort:
The Contractor shall:

- use abrasive blasting techniques to the interior of the pool to remove existing coating and rust (min 2 mil profile) and to ensure proper adhesion of liner material and address any existing leaks that are identified using stop leak epoxies
- provide a 4-layer carbon/epoxy waterproof repair to the entire interior surface of the pool (approximately 534 sf). The carbon/epoxy lining of the pool shall cover the bottom and sides of the pool, up to the pool decking. The liner may extend 5” onto the pool decking
- line existing pool structure with a carbon/epoxy skin/structure. The finished surface shall allow the Navy to retain the pool size, with minimize maintenance, and shall tolerate the heating and cooling that the pool will be subjected to. The finished surface shall be a smooth, glass like finish. Interior finished color to be gray or blue.
- have uninterrupted access to the pool during the preparation and lining process.
- provide all equipment and tools required to completed project unless otherwise noted in this requirement.
- provide additional pumps as needed to maintain pool after initial government draw down and maintain the integrity of the pool during construction (not ideal to have pool empty for more than 7 consecutive days)

Responses: Interested companies should include the following information in their responses:
(1) CAGE Code;
(2) Name and address of firm;
(3) Size of business including average annual revenue for past three years, number of employees, and type of small business (8(a), Women-Owned, HUB-Zone, Veteran-Owned, Service-Disabled-Veteran-Owned, etc.);
(4) Country of ownership;
(5) System for Award Management (SAM) information;
(6) DUNS number, if available;
(7) Number of years in business;
(8) Point of contact including name, title, phone, and email address;
(9) A clear, concise statement of the business’s capability in meeting the requirement; and
(10) Small businesses shall address how they will comply with FAR 52.219-14: Limitations of subcontracting
(11) Summary of contractor’s demonstrated capabilities to meet the requirement.
There is no specific format or outline submittals must follow. However, summaries should be no longer than five (5) pages in length.
