PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.  The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Carl Zeiss Microscopy, LLC. located at 1 North Broadway White Plains, NY. 10601. for the purpose of procuring a one-year preventative maintenance and service agreement.  The FBI requires a one-year service agreement for preventative maintenance and inspection of the LEO Model 1450 VP SEM instrument. Carl Zeiss Microcopy, LLC is the only vendor that can adequately perform all required services on this instrument. The Leo Model 1450 VP SEM is highly specialized and because of proprietary design of the vacuum system technology only qualified personnel from Carl Zeiss Microscopy can maintain and repair this instrument. Carl Zeiss is the only vendor that stocks the parts for this instrument in the scenario parts need to be replaced.

Based on market research conducted and contacts made with knowledgeable individuals within the Government and related industry, it has been determined that Carl Zeiss Microscopy, LLC.  is the sole provider that can offer a service agreement; therefore, they are the only company capable of providing the products that will satisfy agency requirements.

This notice will be distributed solely through the General Services Administration’s beta.SAM.gov website (www.beta.SAM.gov).  Interested parties are responsible for monitoring the beta.SAM.gov site to ensure they have the most up-to-date information about this acquisition.  The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 – Optical Instrument and Lens Manufacturing; the size standard is 500 employees.

The Government intends to negotiate with only one source under the authority of FAR 6.302-1.  This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and submit a capability statement in response to this requirement by contacting Cynthia Mettlen via email only at CMettlen@fbi.gov, no later than 1:00pm (Central) on Tuesday, May 10, 2022 at 1:00pm CST.  Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.  Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement.  A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts.  The FBI utilizes a financial system that has a direct interface with the SAM.  Please ensure that your company’s SAM information is updated and accurate.  This includes: TIN, EFT, DUNs, addresses, and contact information.  The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
