Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a written
solicitation will not be issued.


Solicitation number FA822722R1019 is issued as a request for quote (RFQ) and incorporated
provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and its
supplements.


This is a 100% Small-Business Set-Aside announcement filed under NAICS code(s) 334111,
423430, 541519, and/or 511210 with small business size standard of 1,250 employees and Product
Service Code 7030 and 7010. The Government anticipates this being a Sole Source Award to MTS
Systems Corporation, this requirement will furnish an MTS Material Computer Software and
Installation for the 582nd Missile Maintenance Group at Hill Air Force Base, Utah. The basic period
of performance will span from date of award through twelve (12) months after receipt of offer, with
four (4) option years.

** Please refer to document "10193_RFQ_Material Test System_Software" for the anticipated CLIN structure upon award. **

- All CLINs will be established on a firm fixed price basis.
- All proposals must indicate if the vendor can achieve the Period of Performance (12 months ARO), as well as the additional four (4) option years. If this Period of Performance is not practicable, vendors must propose an alternate delivery schedule.

Selection of awardee will include comparative analysis in accordance with FAR 13.106-2, Evaluation of Quotations and Offers, giving value to: price; meeting specifications in product description; and, performance within the specified timeframe. Any exceptions to Performance Work Statement dated 23 August 2022 must be identified in quote. By submitting a quote, the contractor agrees to all stipulations in the purchase specification unless specified as an exception in the quote.


**The due date for all proposals is Tuesday, 27 September 2022 at 5:00 p.m. Eastern Standard Time.**

All questions regarding this acquisition must be submitted by Friday, 16 September 2022 at 5:00 p.m. to allow for the Government to assess the inquiry and provide a response.
