THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP), REQUEST FOR QUOTE (RFQ), OR AN INVITATION FOR BID (IFB). NO CONTRACT, PURCHASE ORDER, OR TASK ORDER WILL BE AWARDED DIRECTLY FROM THIS NOTICE. THE INTENT OF THIS MARKET RESEARCH EFFORT IS TO PROMOTE AWARENESS OF THE REQUIREMENT, GAIN KNOWLEDGE OF VENDOR INTEREST, CAPABILITIES, AND QUALIFICATIONS, AND TO RECEIVE INDUSTRY FEEDBACK REGARDING THE CONTEMPLATED PROJECT. Projected solicitation procedure: This Pre-Solicitation Notice is in support of a contemplated A-E Task Order Proposal Request via the Interagency Department of the Interior (DOI)/Forest Service (FS) Geotechnical Multiple Award Task Order Contract (MATOC), IAW the procedures of the parent MATOC and FAR 36.601.

Description:

The United States Department of Agriculture (USDA) Forest Service, Procurement and Property Services Special Project Operations Center (SPOC) - Southwest Region intends to issue a solicitation for A-E road repair design services for Stanislaus National Forest. The contemplated work includes:

  1. Topographic survey
  2. Geotechnical site investigation
  3. Design of any structures needed to re-establish the road section and road design for each site 

All work is to be completed under the direction of a Professional Engineer (PE) licensed in California. The awarded contractor must provide all management, supervision, labor, and supplies to support the full scope of work. Contractor personnel must have necessary expertise, qualifications, and experience to ensure performance of the work is conducted and completed in accordance with sound, safe, and efficient management practices and in compliance with any and all applicable regulations.

Place of Contract Performance: Stanislaus National Forest, Groveland Ranger District; Tuolumne County

Projected Period of Performance: Approximately 120 - 180 days from Notice to Proceed.

Vendors eligible for, interested in, and capable of performing the work described herein are requested to respond with the following information:

  3. Description of capability to perform the project (see attached Draft Statements of Work for a detailed description of each anticipated survey)

All interested vendors must have an active Interagency DOI/FS Geotechnical MATOC Contract for the state of California and must be registered in the System for Award Management (SAM) database in order to be eligible for award consideration.
