Statement of Work
FEMA FRC UPS System Replacement, Thomasville, Ga.
1/12/2022
PURPOSE: Replace existing 80KVA 480V UPS system with a new 80KVA UPS System with a capacity of a minimum 15 minutes of backup power.
SCOPE:
• Replacement of the current failed GE Model SG 80KVA 208Y/120V UPS System with a new 80KVA UPS System
• Installation of (1) wrap around maintenance bypass panel to include (1) Tie Maintenance bypass breaker (MIS Breaker)
• Reuse existing UPS battery cabinet and batteries that were installed new on 10/29/2021 if compatible with new UPS system that is being proposed. Batteries must provide a minimum of 15 minutes of battery run time at current load plus 15%.
• Vendor shall complete all electrical connections between existing electrical distribution panels and the new UPS and Maintenance Bypass cabinet in accordance with all National Electrical Codes.
• Vendor shall commission all functions of the UPS System upon completion of the installation and provide a full commissioning report of the new UPS and maintenance bypass.
• Removal and disposal of existing UPS to include disposal of UPS batteries and cabinet if not compatible with UPS system that is being proposed for consideration.
• Provide detailed procedures for switching from “Normal” operation to a “Maintenance Bypass” mode of operation.
• Provide (1) year warranty to include labor and parts for the first year that shall begin upon the date of acceptance of the completed project.
• Provide a line item option for all manufacturer recommended maintenance of the UPS System to include any battery maintenance and testing of the existing batteries.
BACKGROUND: Existing UPS System has failed, and the critical frame room is on currently running on Utility power until
the UPS can be replaced. The existing system has a new battery cabinet and batteries installed on 10/29/2021 that could
possibly be reused to mitigate additional cost if they are compatible with a new UPS system. Current UPS configuration
does not currently have a maintenance bypass cabinet to allow for the system to switch to normal utility power for
maintenance/repairs.
Note: It is highly recommended that all vendors visit the site to view the current UPS System, existing batteries and cabinet, existing electrical distribution and what will be needed to install a new UPS System to the existing electrical distribution gear.
CONSTRAINTS: Workers must submit Facilities Access Forma and be able to pass a federal background check to obtain access to federal facilities to perform any work on the premises. Scheduling to be coordinated and completed during normal business hours (8:00 AM – 4:30 PM) Monday – Friday.
DELIVERABLE SCHEDULE:
The government expects that a following deliverable schedule (or better) will be followed in delivering this SOW. The cumulative days mentioned below are business days, not calendar days.

• PERIOD OF PERFORMANCE:
The period of performance for this task order will begin on award and terminate 90 days from acceptance of the contract award.
