Description
JOB ORDER CONTRACT (JOC) for Rheinland-Pfalz, Germany
The US Government intends to solicit construction firms to perform minor military construction and other Sustainment, Restoration, and Modernization (SRM) projects in the country of Germany as described within this announcement for Rheinland-Pfalz. The purpose of this announcement is to help determine the interest and capability of potential contractors to perform these services.
This is not a Request for Proposal (RFP) and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract.
INFORMATION ABOUT THE SERVICES TO BE PROCURED:
The scope of the Rheinland-Pfalz JOC will be real property repair, maintenance, environmental work, asbestos abatement, force protection work, and construction services in the areas identified above. The task orders will primarily address general building renovation, road and pavement repair, and general environmental work. This work includes, but is not limited to, incidental new minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, force protection, and environmental remedial work.
The work will be priced and executed using the JOC price book.
LOCATION: The geographical region covered under this scope is primarily within the state of Rheinland-Pfalz, Germany. Specific locations include but are not limited to USAG Rheinland-Pfalz. Specific sites include Kaiserslautern, Landstuhl, Baumholder, Sembach, Germersheim, Grünstadt, Miesau, Mannheim and Pirmasens.
At the Government’s discretion, it may issue requests for task order proposals (not to exceed 30% of the total capacity of this contract) for work to be done on other U.S. Government facilities within the other areas of Germany; but only if capacity on the existing JOC contract is nearing its limit. The Government does not intend to reserve this capacity but instead needs the flexibility it provides. The contractor may, but will not be required to, propose on such request for proposal, which will be within the geographic scope of the other Germany JOCs.
PLANNED SOLICITATION INFORMATION:
The Government anticipates the releasing the solicitation in November 2024.
REQUIREMENTS TO RESPOND TO THIS SOURCES SOUGHT
Prospective Offerors are encouraged to respond to this announcement in order to express interest performing this type of work and describe their capabilities. At a minimum, responses should include:
(1) Company name to include physical and mailing address,
(2) Point of contact information including phone and email.
(3) CAGE Code and UEI number and/or a copy of your entity record on the System for Award Management (SAM, www.sam.gov). NOTE: Companies MUST be SAM registered to be eligible for award of any contracts for these services. See special SAM notice below.
(4) Statement of Capability (SOC) stating your firm’s skills, experience, and knowledge required to perform the specified type of work. This should include documentation of past experience and competence in performing similar services. The SOC should be no more than six (6) pages in length and should identify the following:
a. the nature of the services performed (prior or currently) (including a brief description)
b. name of the client for which the services were performed,
c. dates the services were performed
d. specific locations at which the services were performed (city/country)
e. project magnitudes and/or contract values
f. Complete the following for Rheinland-Pfalz:
- Has your firm performed JOC-type work in this location before?
- Is your firm interested in performing work at the locations covered by this area?
- What are the driving cost factors or risks to performing work at these locations?
