                                                                          Sources Sought Synopsis


The purpose of this Sources Sought Synopsis is to assist in our decision-making process for a service procurement. This is not a solicitation, nor a request for quotes or proposals. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions.
The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify potential vendors with economic status of Service-Disabled Veteran-Owned, Veteran-Owned, and other Small Businesses that can provide Pathology/Autopsy services per the general requirements below.


General Requirements
The Contractor shall provide accredited Pathology Physician Services off-site for the Department of Veterans Affairs, Pacific Islands Health Care System (hereinafter referred to as VAPIHCS) located at 459 Patterson Road, Honolulu, Hawaii 96819, to perform anatomical autopsy services in accordance with the specifications contained herein to beneficiaries of the VAMC. All physician(s) shall be board certified in Anatomic Pathology or Forensic Pathology by the American Board of Pathology or the American Osteopathic Board of Pathology and the autopsy must be performed at a facility with an autopsy suite and laboratory accredited by either the College of American Pathologists (CAP), the National Association of Medical Examiners (NAME) or an equivalent agency. All services provided by the Contractor shall meet or exceed all applicable standards of The Joint Commission (TJC).
Contractor shall be responsible for providing either a partial or full autopsy (as indicated on the Authorization for Autopsy form), including standard gross and microscopic samplings, photography, neuropathology and toxicology on cadavers prepared for transportation to the Contractor’s facility. Cadavers shall be transported from the VAMC location or VAMC contracted facility to the Contractor’s location by the VA.
