Description
Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to negotiate solely with DRS Sustainment Systems Inc. (CAGE: 98255) for the Joint Assault Bridge (JAB) contract extension. This contract extension will be for the same work that was previously negotiated on the current contract. This action will be incorporated via a firm fix price contract modification to contract W56HZV-16-C-0028. The statutory authority permitting other than full and open competition for this effort is Title 10 United States Code (U.S.C.) 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Specifically, FAR 6.302-1(a)(2)(ii)(B) states, “Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (B) Unacceptable delays in fulfilling the agency’s requirements.” The Government intends to issue a Letter Request for Proposal (RFP) directly to DRS, which will not be posted to the Government Point of Entry (GPE). All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
The estimated period of performance is May 2024 – May 2025 with the option for an additional year.
