Description

This is a Pre-Solicitation Notice. The Automatic Test Systems (ATS) Division of the Air Force Life Cycle Management Center anticipates issuing a solicitation to procure repair and engineering services of the AN/USM-670A Joint Services Electronic Combat Systems Tester (JSECST) System [AN/USM-670 National Stock Number (NSN): 4920-01-461-6316KV, AN/USM-670A (NSN: 4920-01-618-5101KV), Joint Service Electronic Combat Systems Tester (JSECST) retrofit kits (NSN: 4920-K-300-070A), and the Laboratory JSECST (NSN: 6940-01-619-8416KV)]. The JSECST repair and engineering services requirement includes system repair, sustaining engineering, cybersecurity, and program management. The Government does not own the data for the JSECST system. The Contractor shall furnish all material, support equipment, tools, test equipment, and services. The Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

The government intends to award a Requirements Indefinite Delivery Contract (IDC) with one (1) year basic period, plus four (4) one-year options in accordance with FAR Clause 52.217-9, Option to Extend the Term of the Contract as well as a six (6) month option per FAR Clause 52.217-8, Option to Extend Services against applicable orders. Quantities are based on Best Estimated Quantities (BEQ).

This requirement is not a Set-Aside. The proposed contract action is for supplies or services for which the government intends to solicit sole source to Textron Systems Corporation under authority of FAR 6.302-1, Only one source is capable of satisfying the government's requirement.

Solicitation is expected to be released on or around 8 April 2022. The RFP will be posted to SAM. NO HARD COPIES WILL BE PROVIDED.

Responsible sources may identify their interest and capability and submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government does not own the data for these items. No technical data is available.
