Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Teltech Communications, located in Frisco Texas on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for hardware and software support licenses for Nokia eNodeB for Band 14 and band 2.

Specific Requirements for the Nokia eNodeB follow on licenses and support are as follows.

NIST/PSCR requires Long-Term Evolution (LTE) evolved packet system (EPS) to be used in a laboratory setting. The EPS consists of two major functional segments; the evolved packet core (EPC) and the radio access network (RAN). This action concerns acquiring an eNodeB for the RAN. The eNodeB will be compliant with current third generation partnership project (3GPP) specifications. 

This shall be accomplished in accordance with the statement of work attached herein.

NAICS Code is 517919 – All Other Telecommunications, with a Size Standard of $35 million in annual receipts. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Teltech Communications for this requirement.

Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 8/17/2022.
