16. Description:  One, clean, approved, U.S. Jones Act, Articulated Tug and Barge, Integrated Tug and Barge, or double-hull tanker, with an Inert Gas System or equivalent system and Segregated Ballast Tanks that is capable of carrying a minimum of 150,000 bbls of clean product (intentions JAA) within vessel’s natural segregation in designated cargo tanks with double valve isolation.

17. Place of Contract Performance:  The intended load port/place is DFSP Houston (Magellan), TX (USA) and the intended discharging port/place is DFSP Charleston, SC (USA).  The laydays will commence 17 January 2025 and cancel 31 January 2025, and the period of performance will be one voyage.

18. Set-aside Status:  N/A.  The decision to release this procurement as “Unrestricted” is based on responses received from a recent, sources sought notice for this service.  All responsible sources may submit a proposal, which shall be considered by the agency.  The MSC Deputy Associate Director of Small Business Programs has concurred with this decision.
