N0016420GJQ96 JOB ORDER N0016422FJ087 P00010 – SOLE SOURCE – Contractor Sustainment Support (CSS) Services in support of Target Sight Systems (TSS) - PSC 5855 - NAICS 334511

Issue Date: 27 AUG 2024      Anticipated Closing Date: 11 SEPT 2024 - 1400 EST 

Naval Surface Warfare Center (NSWC) Crane Division intends to modify Job Order N0016422FJ087 under Basic Ordering Agreement (BOA) N0016420GJQ96 with Lockheed Martin Corporation, FL to extend the period of performance until 30 SEP 2025. This Job Order provides Contractor Support Services (CSS), Engineering, logistics support, Foreign Military Sales (FMS) support, and other associated support including supplies/services for the AN/AAQ-30 series of Target Sight System (TSS).

Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1.  As the sole designer, developer and manufacturer of the TSS, Lockheed Martin is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to neither supply the requirement described herein, nor will any other supplies or services satisfy the Government's requirements.  The anticipated Job Order value added through this modification is approximately $10M in added ceiling.

Request for proposal will not be made available through http://www.sam.gov.  The request for proposal will be provided to Lockheed Martin through electronic mail.  The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations.  The anticipated contract action award date is 30 SEP 2024.  All responsible sources may submit a capability statement or proposal, or quotation which shall be considered by the agency.  Companies interested in subcontracting opportunities should contact Lockheed Martin Missiles and Fire Control 5600 Sand Lake Rd Orlando, FL 32819-8907 directly. A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
