Description

This is a COMBINED SYNOPSIS/SOLICITATION for the Sole Source Aquisition of services intended to be awarded to Carter CAT; Chesapekae, VA/ CAGE: 1MA93, prepared in accordance with Simplified Acquisition Procedures found at FAR 13.

Facility Investment Services (Generator service contract) for NOPF( Naval Ocean Processing Facility), Dam Neck Annex, Virginia Beach Virginia 23460. NAICS Code: 811310 PSC: J036.  

Naval Ocean Processing Facility, Dam Neck has two Emergency Diesel Generators. They were manufactured by Caterpillar and installed by Carter Machinery Company in 2017. The required annual generator maintenance must be conducted by an authorized Caterpillar generator service supplier IAW the Caterpillar maintenance manual. The maintenance also requires special testing, analyzing equipment and tools which is proprietary to Caterpillar dealers and authorized generator service providers.

In FY16 a contract was awarded to Bay Diesel, an authorized marine service supplier. Due to the fact they were not authorized by Caterpillar to do work on power generation systems they could not update our Electronic Control Modules (ECM) which subsequently failed requiring the Government to contract with Carter Machinery to come and replace the unit.

After conducting market research, it has been determined the Carter Machinery Company is the only authorized Caterpillar service supplier in the State of Virginia. They have the specialized technicians and equipment to perform this required maintenance package. In addition, all Carter Machinery Technicians have the necessary security clearances meeting NOPF’s requirement.
