Description

INTRODUCTION

This sources sought synopsis is being issued as a means of conducting market research to identify parties having an interest in and the resources to support the Government’s requirement for quantity one  semi-automatic stretch wrap machine, including a programmable interface and integrated scale, capable of applying plastic stretch wrap material to palletized loads. Delivery will be made to Tobyhanna Army Depot, Building 2, Bay 5, 11 Hap Arnold Boulevard, Tobyhanna, PA 18466.

This is an exchange with industry before receipt of proposals as defined in FAR 15.201(c)5.  This notice is solely for information and planning purposes.  It does not constitute a request for proposal RFP or a promise to issue an RFP in the future. 

The government does not intend to award a contract on the basis of any responses received.  An RFP is not available at this time.  Requests for a solicitation will not receive a response.  Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  The Government will not reimburse respondents for information solicited.  The information provided herein is subject to change and in no way binds the Government.  The Government reserves the right to consider acquisition strategies as deemed appropriate. 

REQUIRED CAPABILITIES

The Contractor shall provide quantity one (1) 110VAC, 60Hz semi-automatic, stretch-wrap machine consisting of a turntable with vertical mast & carriage, integrated scale, and supporting documentation. The machine shall be capable of applying plastic stretch-wrap material to loads up to 52 inches long by 52 inches wide by 96 inches high (or larger) weighting 4,000 lbs (or greater). It shall include a programmable interface and integrated, calibrated scale. The contractor shall be required to deliver the equipment and documentation to the above-stated address and shall include a minimum 48-month standard warranty for parts and labor.

ELIGIBILITY

The applicable NAICS code for this requirement is 333993 with a Small Business Size Standard of 500 employees. The Product Service Code is 3540. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.

If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
