The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), Network Contracting Office 8 intends to negotiate a sole-source contract under the authority of FAR part 13.106-1(b). The associated NAICS code for this service is 221310 with a size standard of $36.M and PSC Code J046. The identified vendor is Water Treatment Specialists, Inc. which was found to be the only authorized distributor and repairer for Culligan Water Treatment Systems (WTS) in the Commonwealth of Puerto Rico, as confirmed by the Original Equipment Manufacturer (OEM) of such systems, which is Culligan. The services that will be procured are the preventive maintenance and repairs of Culligan WTS located at the VACHS main facility in San Juan, Puerto Rico, as well as its Mayaguez and Ponce Outpatient clinics, which are also in Puerto Rico. A service contract for a base period of ten (10) months and four (4) one-year option periods is anticipated and shall be awarded. Due to the proprietary nature of the equipment, a field service technician certified and authorized by Culligan is required to repair and maintain the units, in accordance with the OEM specifications. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
