Description

The Department of Homeland Security, U.S. Customs and Border Protection (CBP) intends to issue a Sole Source Contract to Heliwagon, Inc. located at 701 Airline Drive, Waco, TX  76705-1514.  CBP Air and Marine Operations (AMO), Materiel Readiness Program Office has a requirement to replace the current helicopter landing platforms because of damage due to age, safety and obsolesce issues.  AMO requires ten (10) new electric Helicopter Landing Platforms at multiple Air and Marine Sites in support of flight operations.  AMO is required to be able to fly day and night in support of operational requirements and require Helicopter Landing Platforms that are safe for pilots and maintenance personnel.  Heliwagon is the only U.S. owned manufacturer that can meet agency requirements to provide Landing Platforms that are electric; don’t require the use of tugs to transport and have added safety features that would reduce the potential to damage aircraft. 

The anticipated contract Delivery Period will be August 1, 2024 - February 1, 2025.

This notice is neither a request for proposal nor an invitation for bids. The Justification and Approval will be posted in accordance with FAR Subpart 13.5 and consistent with the content requirements of FAR 6.303-2.

All interested parties must express their interest and capabilities in writing via e-mail to rosalind.l.lawrence@cbp.dhs.gov  prior to the closing date of this notice. Verifications of receipt of responses are the sole responsibility of the interested party.

If no responses are received by July 18, 2024 at 17:00 PM ET, a written quotation will be requested from Heliwagon, Inc. and an award will be made to them accordingly.  The anticipated award date is August 1, 2024.
