Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W50S8A-22-Q-0022, and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 238290, Building equipment contractors, a small business size standard of $16.5M. This requirement is 100% set-aside for small business, and only qualified vendors may submit quotes. The solicitation will start on the date this solicitation is posted and will end on 13 May 2022 Time Eastern Time. Free On Board (FOB) Destination shall be required to 302 Newmarket Street, Newington, NH 03803. The Government contemplates award of a Firm-Fixed Price (FFP) contract.


The NH National Guard requires the following items:


CLIN 0001: Removal of inoperable overhead doors QTY 2 Job $__________
Disconnect, Remove, and Dispose off-site of existing, inoperable door and incompatible parts.

CLIN 0002: Install of new overhead doors QTY 2 Job $__________
Provide, Install, and Commission new sectional overhead door. Provide Manuals and Equipment Specs, for newly installed equipment.

Quotes must be valid for sixty (60) days.

Site Visit: The Government will hold a site visit on 10 May 2022 beginning at 9:00 am Eastern Standard Time (EST). for the purposes of questions regarding this solicitation. This conference will be held at the New Hampshire Air National Guard, Bldg. 253, Pease ANGB, NH. Interested Contractors are highly encouraged to attend the site visit and all interested firms may attend with a limit of two (2) attendees per firm.

Due to security conditions, all offerors must register to attend this conference and site visit.

This information must be provided in advance, not later than 5 business days prior to the
meeting, in order to ensure access to the military base and conference site and ensure adequate
seating for the conference attendees. Even if you have access to the base you must register to
ensure adequate seating. The furnishing of the above information is voluntary; however, your
failure to furnish all or part of the requested information may result in the Government’s denial
of your access to the pre-proposal conference. This information will be provided to the Base
Security Forces who will authorize your entrance to the site.

Visitors must be escorted onto base through the Installation’s Contractor Entry Gate prior to
arrival. The Contractors will meet in the parking lot right outside the Contractor Gate and once
all Contractors have arrived and signed-in, Government personnel will escort everyone through
the Contractor Entry Gate. You will be required to present a Valid Driver’s License information
upon arrival. Any of the above information furnished by you is protected under the Privacy Act
and shall not be released unless permitted by law and/or you have consented to such.


Information provided at this conference or site visit shall not qualify the terms and conditions of
the solicitation and specifications. Terms of the solicitation and specifications remain unchanged
unless the solicitation is amended in writing. If an amendment is issued, normal procedures
relating to the acknowledgment and receipt of solicitation amendments shall apply.

A record of the conference shall be made and furnished to all prospective offerors via posting at
http://www.SAM.gov. The record will include minutes of the meeting, including questions (on a
non-attribution basis) and answers.

All technical or contractual questions shall be submitted in writing via e-mail no later than 12:00
noon EST on 10 May 2022 to Alyssa Jackson at alyssa.s.jackson7.mil@army.mil. Telephone
inquiries will not be accepted. If the Government responses to technical questions affect the
Statement of Work requirements or any other portion of the solicitation, then an Amendment of
Solicitation will be issued. The subject of your email must include your company's legal name,
state the nature of your email and include the Solicitation Number W50S8A22Q0022. For
example, the subject of your email should be similar to the following: Quote Submission by Company XXXXX, Solicitation Number W50S8A22Q0022 Company XXXXX Question Regarding Solicitation Number W50S8A22Q0022. This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.
