Description

This is a pre-solicitation announcement for the Department of Veterans Affairs, Salem VA Medical Center, located in Salem, Virginia. A Request for Proposal (RFP) will be issued on this System for Award Management www.sam.gov on or about December 20, 2022, for construction project no. 658-21-101 entitled "Replace Dry Pipe Sprinkler System" at the Salem VA Medical Center, 1970 Roanoke Blvd Salem, Virginia 24153. SOLICITATION NOTICE OF TIERED EVALUATIONS This procurement is set-aside based on an order of priority as established in 38 U.S.C 8127. TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns; (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. The VA is seeking a qualified Contractor to furnish all tools, equipment, material, permits, labor, and supervision necessary to accomplish, the work as provided in the contract documents, plans, and specifications, a summary of which is provided below: Project Title: Replace Dry Pipe Sprinkler System Project Number: 658-21-101 The intent of this project is to replace dry pipe sprinkler systems, to include riser piping, with new piping and nitrogen-based purge systems. The current dry pipe sprinkler systems in the attics of Buildings 1, 2, 4, 5, 7, 8, 9, 10, 11, 12, 74, 75, 76, and 77 have exceeded their useful life service and are in constant need of repair. Construction shall include all aspects of sitework, structural, mechanical, electrical, plumbing, and other necessary components to provide fully functional and efficient dry pipe sprinkler systems. In addition to provision and installation of new systems in each of the fourteen (14) buildings cited above, work will include removal and reinstallation of ceilings; cutting and patching of pipe chases; and removal and disposal of existing system. Abatement of Asbestos Containing Materials (ACM) associated with existing piping to be removed will be included with works. Works shall include all necessary provisions for temporary facilities and/or other necessary provisions to ensure the Medical Center maintains full operations and impacts to operations are minimized during construction. Period of Performance: Five Hundred Fifty (550) calendar days. The North American Industry Classification Code (NAICS) for this procurement is 238220 Plumbing, Heating and Air-Conditioning Contractors and size standard $16.5 million applies. In accordance with FAR 36.204(f), disclosure of the magnitude of this construction project is between $1,000,000 and $5,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid receipt date. This notice is for informational purposes only and is not a request for submission of offers.
